Corporate Political Contributions Disclosure Statement


Morgan Stanley is committed to participation in the political process in a manner consistent with good corporate governance practices and in compliance with legal requirements. We have adopted a Corporate Political Contributions Policy Statement, which is available through our website, www.morganstanley.com.

We make political contributions in keeping with our Policy Statement when they are in Morgan Stanley's best interest. As indicated in the Policy Statement, we review the legality and appropriateness of each contribution. We maintain procedures designed to comply with applicable laws and regulations governing corporate contributions to candidates for political office or to political parties, including Municipal Securities Rulemaking Board Rule G-37.

Each year a report of our corporate political contributions is made available to our shareholders who request it, and a notice to that effect appears in our Summary Annual Report. Our corporate political contributions in the U.S. are reported to, and available at, the appropriate government agencies.

For the year ended December 31, 2007, Morgan Stanley made the following corporate political contributions to candidates, political parties, political committees and other political entities organized and operating under 26 U.S.C. Section 527.
