Discover Brokerage, a Morgan Stanley company, today announced it received the top rating of five stars in Kiplinger's Stock 2000 survey of online brokerages. This award marks the third time in 1999 that Discover Brokerage has received the top rating in an Internet broker survey.

Kiplinger's, an authority in personal finance, rated 21 online brokers on responsiveness, website usability, broker knowledge, execution, statement clarity, commission price, margin rates, IPOs and cost-basis information. The company's website was highlighted as a standout feature.

"Discover offers handy investment tools and a website that's easier to navigate than any other we've seen," writes Steven Goldberg, Associate Editor of Kiplinger's Personal Finance Magazine. "If you want a site that's chock-full of stock research and news, you'll love Discover."

Discover Brokerage offers a variety of services and products that emphasize flexibility for individual investors including Extended Hours Trading, wireless trading, real-time municipal and treasury bond trading and real-time account updating.

"We're proud that Kiplinger's recognized Discover Brokerage as an industry leader," said Tom O'Connell, President and Chief Operating Officer at Discover Brokerage. "This award reflects our ongoing commitment to providing self-directed investors with the best and most innovative online brokerage."

Discover Brokerage's top rating in the Kiplinger's Stock 2000 survey continues a long history of industry accolades for the company. In May, Business Week named Discover Brokerage one of the best sites for "Serious Investors" as well as for "Where To Buy Bonds Online." The company also received the highest rating in Web brokerage from SmartMoney in 1998 and remains the only broker to receive top marks from Barron's four years in a row.
